In the late 1960s and early 1970s, people in the community involved in the care of children believed there was a need for improved facilities for those children with behaviour problems, particularly those who were before the courts.

Community colleges were being established for post-secondary education in the field of applied arts and technology. St Lawrence College in Kingston was considering a program for adolescent care workers.

Michael Ozerkevich, Director of the Behaviour Science Technology Program in the Human Studies Department took a leadership role in developing a program and the personnel to teach it.

His Honour, Judge George Thomson, of Provincial Court (Family Division), was a visionary who introduced progressive ideas into his courtroom and the community.

Judge Thomson, and Michael Ozerkevich initiated the ideas for the establishment of the St Lawrence Youth Association.

Dr. Ray Peters was the first Chair of the Steering committee and first President of the Association (December 10, 1974). Michael Ozerkevich was the first Executive Director.
